Report: Just 2.4 Million HealthCare.gov Customers Paid Their First Premium

Just 67 percent of Obamacare enrollees in federally-run marketplaces had paid their premiums by April 15, bringing the federally-run Obamacare enrollment tally to only 2.45 million, according to documents provided to the House Energy and Commerce Committee.
The Obama administration has been heavily promoting that 8 million Americans selected plans on Obamacare marketplaces, but has refused to release any data on how many purchased their plans.
According to all 160 insurers participating in the federal exchanges, just 2.45 million people paid their first month’s premium by April 15. That accounts for 36 states, although high-enrollment state-run Obamacare exchanges — like California with its 1.4 million sign-ups — aren’t included.
The 67 percent payment rate as of April 15 is markedly lower than the 80-85 percent that experts have predicted will end up paying their premiums. April 30 is the final day for most federal exchange customers to make their payments.
Of those who have paid their premiums, just 25 percent fall within the highly desired young invincible range from age 18 to 34 — drastically lower than the administration’s minimum goal of 39 percent needed to avoid premium hikes next year.
The House committee compiled the data from insurance providers participating in the federally-run exchanges through HealthCare.gov, after requesting the information in early March. Members will ask insurers to update the payment data by May 20 to include full payments through April 30.
“In a sad reversal away from its vows of transparency, the Obama administration, from inside the Oval Office on down, has gone to extraordinary lengths to keep basic details of the health care law from the public,” said Michigan Republican Rep. Fred Upton, chairman of the committee. “Tired of receiving incomplete pictures of enrollment in the health care law, we went right to the source and found that the administration’s recent declarations of success may be unfounded.”
The Obama administration has been touting exchanges’ 8 million sign-ups far and wide, but have come under fire for refusing to release any data on the number of Americans that have actually paid for their health care plans.
 
The enrollment data frequently touted by the White House includes anyone who selected a health care plan via an Obamacare exchange — similar to putting a product in a shopping cart on a website, but not purchasing it.

    Rep. Cathy McMorris Rodgers (R-Wash.), the No. 4 House Republican, is walking back comments attributed to her that ObamaCare can’t be repealed. But she’s not the only one suggesting Congress merely make changes within the framework of the health law. Senate Minority Leader Mitch McConnell (R-Ky.) says the goal is to get the law “fixed.” It seems many GOP lawmakers still haven’t read the law, or they’d know the framework is corrupt.
    Even Sen. Rand Paul (R-Ky.) speculated Friday that repeal is unlikely because it will be “difficult to turn the clock back.”
    Nonsense. Even by the most inflated administration claims, some 8 million people have signed up for exchange plans, out of a nation of 318 million. ObamaCare is repealable, and should be replaced with a plan to cover the uninsured and reduce costs.
    ObamaCare’s authors paid lip service to these goals but had an ulterior motive: forging a permanent Democratic majority. The law creates a huge infrastructure for enrolling millions of people not just in insurance but also for food stamps, housing assistance and other welfare programs — and registering them to vote.
    Here are the pillars of this corrupt scheme. None of the minor fixes Republicans are discussing comes even close to sweeping away this corruption.
    Navigators and assisters: Instead of government employees promoting ObamaCare and enrolling the uninsured, the law (Sec. 1311) reserves these jobs for community activists, unions, community health centers and other not-for-profits. Players include the NAACP, Planned Parenthood and Service Employees International Union. Hiring these groups is a way to fund the Democratic Party’s shadow army between elections.
    Assisters sign up the uninsured for non-health benefits and register them to vote. The National Association of Community Health Centers identifies voter registration as a key part of its mission.
    The whole scheme recalls the days of Tammany Hall, when local ward bosses got the poor and newly arrived whatever they needed, in exchange for their votes. ObamaCare institutionalizes this corrupt model and pays for it with your premiums.
    Bailouts for insurers: ObamaCare rules make it impossible for insurers to offer “affordable” plans and still cover their costs. The premiums have to cover a long list of mandatory benefits as well as $100 billion in taxes on insurers over the decade. Insurers also have to cover seriously ill people for the same price as healthy people. Every state that tried this “community rating” scheme has seen premiums soar, as the healthy stop buying the plans.
    To make ObamaCare seem affordable, the law includes a bailout (Sec. 1342). It encourages insurers to price plans below cost, with the assurance that taxpayer money will make them whole for most losses at year’s end. In short, John Q. Public is paying to make a law look affordable that isn’t. Worse, in January, the Obama administration sweetened the bailout terms, though only Congress has the legal authority to do so.
    The big lie is that this law is paid for. Reductions in future Medicare spending pay for over half the law, including a staggering 27 percent cut in payments to Medicare Advantage plans. That’s on paper. But the administration is postponing the Medicare Advantage cuts to dodge angry seniors.
    Also postponed is the employer mandate, which requires workplaces with 50 or more full-time employees to provide a costly package of benefits. In anticipation of that mandate, employers are holding their workforces below 50 or cutting hours below the law’s zany 30-hour-a-week definition of full-time. In the first seven months of 2013, an astounding 77 percent of hires were part-time.
    With the employer mandate, the economy cannot recover. Without it, millions more will need taxpayer-funded coverage and ObamaCare collapses.
    So much for the false sales pitch that ObamaCare is paid for and repealing it would increase the deficit.
    Attention, Republicans: Repeal this “stinkburger” and replace it with a health-insurance safety net built on compassion, not lies.

    Affordable Care Act “grace period”

    Under the Affordable Care Act (ACA), if a patient who receives an advance premium tax credit does not pay his or her health insurance premiums in full, he or she enters a 90-day “grace period.” During the first month of the grace period, the patient continues to have health insurance coverage, and the patient’s health insurer will pay claims for health care services provided to the patient during that time. However, if the patient enters the second or third month of the grace period, the health insurer may pend claims for services provided to the patient during that time. If the patient pays his or her premiums in full before the end of the grace period, the patient retains health insurance coverage for the second and third months of the grace period, and the insurer will pay the pended claims. But if the patient does not pay his or her health insurance premiums in full before the end of the grace period, the health insurer will not extend coverage for the second or third months of the grace period and will deny claims for services provided during that time. In this case, a patient is then responsible for paying the entire bill for services rendered during the second and third months.

    Health insurers are required to notify physicians of patients’ grace period status. Still, a number of questions concerning the specifics of notification, as well as other issues of concern to physicians, have yet to be addressed. It is, therefore, important that you find out how your patients’ contracted health insurance issuers will provide notice and handle other grace period issues. It is also vital that your practice proactively take steps to minimize any potential non-payments from health insurers that are due to cancellation of coverage at the end of the grace period.

    Anyone Who Promotes ObamaCare is a Racist and Here’s Why

    Remember back a year or two? All we heard were complaints by the left that racism was driving the Republican effort for new “more restrictive” voter ID laws. How the poor and minority communities would be effectively locked out of the 2012 elections.
    In April 2012, a guy wrote a piece on the website “Sojourners.” Their motto: Faith in Action for Social Justice. That’s not scary!

    The author explained:
    “People concerned about the new voter laws contend that the ID requirements erect an unnecessary barrier for some voters, which raises an obvious question: why is it so difficult for some people to get a photo ID? After all, you just pop down to the motor vehicle bureau, show your birth certificate or passport and a few utility bills from your house to prove your stable address, and voilà! But for many people, it’s not quite so easy, starting with the birth certificate, which many poor people and recent immigrants may not have at their fingertips. And, of course, people without photo IDs don’t have drivers licenses, and likely don’t have a car, so getting to government offices-especially in rural areas without public transportation-can be a complicated, time-consuming process…”
    There’s this from the website “Universal Free Press” from just a few days ago regarding proposed new voter ID laws: “Ohio representative Marcia Fudge (Democrat) wrote a letter to US Attorney General Eric Holder last week asking him to look over two proposed voting measures she claims are intended to ‘suppress the voting rights of African-Americans and other minorities.’ ‘I am concerned about restrictive legislation concerning voter identification … and seek your assistance.’”
    Obviously there are many hundreds if not thousands of complaints all across the Internet. The theme is always the same: If you are for the requirement of an ID to vote, you are a racist.
    So that got me thinking. I wonder what is required of poor minorities to sign up for Obamacare, for surely, I thought, they must have taken into account all the minorities without identification.
    I found just a site that would tell me at laborcenter.berkeley.edu.
    Evidently, if you are a poor minority, Medicaid (free healthcare) is for you. You will first have to access the Obamacare online marketplace.
    What, you are a poor minority without a computer? Well bub, you’re out of luck.

    But let’s say you could get online, and let’s say the site was actually functioning (stop laughing, you racist).
    Once you’re in, you must fill out a “simple three page application” to determine if you are indeed poor enough to access Medicaid.
    Great news, you are poor enough!
    So now you must go to your local Social Security, social services, or health department office.
    Providing you can make it there, you may be wondering if there’s anything you may need to bring with you?
    Here’s a list:
    Birth certificate or passport
    A power or light bill showing your address
    Something that shows your Social Security number
    A recent paycheck or tax return
    Let’s see; did I forget anything? Oh that’s right … A PHOTO ID!!
    Now I could rant and rave about what blankety-blankin’ hypocrites all these leftists are, but I think the point has been made.
    Anyone who is in favor of or promotes Obamacare is a racist! Therefore, Obama is a racist.
    That was easy.

    Excellent piece ! Thanks.While I agree I must ask your forgiveness for still being hung up on the fact that many non-representing representatives voted for Obamacare and didn’t have a clue what was in it.Then the brilliant statement of Nancy Pelosi “You must pass this bill before you will know whats in it” 🙂 Excuse me !? Now we have Republicans suggest it be fixed ? This voting cycle will be very hard for me to hold my nose and vote for anyone.
