    It does say that the credit of the United States shall never be questioned. So it’s certainly arguable that it permits the President not to raise the debt limit, which is statutory, but simply to ignore it. The originalists and textualists might have to accept that interpretation, though we know that Alito and Thomas always vote Republican. Also, even if the GOP sues, what can the courts do if the debt has already been issued?
