    The President can only pardon criminal contempt and this would be a civil citation

    This douchebag doesn’t even has jurisdiction. The people in question were in Texas, so how does a judge in D.C. gets to hear a Texas case?

    You can’t evade federal jurisdiction by moving to another State.
