tampering with my mail

it looks like a certain organization is tampering with my mail and blocking my mail. I just talked to the clrk of the Supreme Court: two letters mailed by this clerk from August 23 were never received. The same happened with a letter from the Superior Court

    The High Court could always try a FAX machine as a back up.

    Not getting mail can also be a function of one or several functionally illiterate mail handlers, carriers, or any combination of both.
