so what does this waiver mean? Does the case proceed unchallenged?

John, it means the case is referred to the Justices’ conference for determination whether the SCOTUS will take up review. If one Justice decides that the case should actually be discussed during the conference (the overwhelming majority of cases are not actually discussed), then the Court will “call for response” from the Solicitor General notwithstanding that the SG waived response. A call for response is an order issued by the Court to file a brief.
If there is any interest in discussing Orly’s case, there will be call for response. After the SG files a response, Orly will have an opportunity to file a reply. If no CFR, that is an indication that certiorari will be summarily denied.
