The SAVE Act (Safeguard American Voter Eligibility Act), which requires proof of U.S. citizenship for federal voter registration, has a Senate companion bill: S.128 (introduced by Sen. Mike Lee, R-UT, in January 2025 for the 119th Congress).According to available data from congress.gov, it has 48 cosponsors (all Republicans, including original ones like Sens. Ted Cruz, Tom Cotton, etc.), out of the total 53 Republican senators (as of recent counts in 2025-2026 context).This means 5 Republican senators are not listed as cosponsors on the Senate version. However, recent public discussions and posts (including from advocacy groups and social media around early 2026) refer to 4 GOP senators who have not yet signed on or publicly supported it, often highlighted as holdouts amid pressure to pass related election security measures like the SAVE America Act variant that passed the House in February 2026.The four frequently mentioned as not signing onto or supporting the SAVE Act (or its iterations) in these contexts are:

  • Lisa Murkowski (R-AK) — She publicly stated opposition, citing concerns over federal overreach on state election authority.
  • Susan Collins (R-ME) — Often aligned with Murkowski on such issues; her office has indicated support for citizenship-only voting but reservations on the bill’s approach.
  • Chuck Grassley (R-IA) — Mentioned in some discussions as a potential holdout or non-supporter.
  • Mitch McConnell (R-KY) — Referenced alongside others as likely to oppose or not push it forward.
