one person posts under these 2 IPs 216.218.8.106 and 166.147.77.226. can someone track him?

    The 166.147.77.226 resolves to host name
    mobile-166-147-077-226.mycingular.net

    It’s a smart phone or data capable phone hosted by Cingular. So you would have to take an abuse report to Cingular. Trace route leads to the Dallas, TX area.

    This IP address was also used in January to do some vandalism on Wikipedia’s website, which could also possibly qualify for suspension under Cingular’s terms of service. There was no Wiki user-ID associated with the IP in this case, but the tracks were left here:
