Oooops ——– Problems!
First.
A Hawaiian COLB must be based on a ‘CERTIFICATE on file’ in the HDOH.
So far it appears that no such CERTIFICATE exists.
Ask Gov Abercrombie.
Second.
(let’s pretend the COLB was issued by HDoH – albeit apparently without a certificate on file)
An authentic COLB is a ‘part thereof’ (according to HRS 338-13
But a ‘part thereof’ is EXCLUDED from ‘being considered for all purposes the same as the original’
It is ONLY an image copy or ALL the contents of a ‘CERTIFICATE on file IN the department’ that is ‘considered for all purposes the same as the original’.
ALL ‘the contents’, because of the mention of ‘part thereof’ as one of the three ‘certified copies’ that shall be issued.
Hawaiian Revised Statutes.
§338-13 Certified copies.
(a) Subject to the requirements of sections 338-16, 338-17, and 338-18, the department of health shall, upon request, furnish to any applicant
a certified copy of any certificate, or
the contents of any certificate, or
any part thereof.
(b) Copies of the contents of any certificate on file in the department, certified by the department shall be considered for all purposes the same as the original, subject to the requirements of sections 338-16, 338-17, and 338-18.
(c) Copies may be made by photography, dry copy reproduction, typing, computer printout or other process approved by the director of health. [L 1949, c 327, §17; RL 1955, §57-16; am L Sp 1959 2d, c 1, §19; HRS §338-13; am L 1978, c 49, §1]
The COLB would be unacceptable under the ‘full faith & credit’ clause.
Had the legislators who authored HRS 338-13 sought to include a ‘part thereof’ COLB, then they would have simply said for (b) ‘All such certified copies shall be considered for all purposes the same as the original’
But they didn’t.
Only an image copy or ALL the contents, certified by the department, shall be considered for all purposes the same as the original.
The COLB is a fake anyway, because there is NO CERTIFICATE in the department to start with.

Even if Obama’s COLB was genuine, a Hawaiian COLB is NOT accepted as proof of anything by Hawaii, the US State Dept., ICE, or the US Military.

…the “some records” on Obama in Hawaii are most probably the records of his mother’s petition for birth certificate for her son that spanned maybe 3, 4 or 5 years time and was eventually denied by the judicial officer.

Have you seen this? Hawaii is considering a bill to sell copies of 0bama’s birth records, not birth certificate, for $100. “If it passes, it will calm the birthers down,” said the bill’s primary sponsor, Rep. Rida Cabanilla.

I’d like to think that you really have no idea how vital records and statistics have been handled in this country for the past 20 years or so. Your record as a legal scholar certainly supports that possibility. The other option, of course, is that you really know how this works but are cynically lying about it to prop up your losing birther effort. I hope it’s the former.
