On June 2, 2022, Zelenskyy announced that Russia occupied approximately 20% of Ukrainian territory. On 27 April 2023 Vladimir Putin issued a decree under which Ukrainian citizens of the occupied territories who refused to take a Russian passport would be deemed foreigners, and deported for that reason as a result.
