Putin is planning an announcement of the third independent republic in Ukraine in 5 days, on April 27th

As we know, in 2014 there was a referendum in Crimea, where predominantly ethnic Russian majority of the population voted to leave Ukraine and join the Russian federation. After this referendum Putin annexed Crimea.
Subsequently, two separatist republics were created in the area of Donetsk and Lugansk. Each area has about 2-3 million population. Right before the invasion into Ukraine, Putin recognized those republics as independent.
Reportedly, Putin scheduled for April 27 a referendum in Kherson oblast, (Kherson region) which has about 1 million people. Putin expects the ethnic Russians and Belorussians to vote to leave Ukraine and join the Russian Federation. He believes that many ethnic Ukrainians left. Referendum is scheduled for the weekday, when most people are at work and can’t vote. Even though big part of the population in the area are ethnic Russians, I don’t believe they will want to join Russia, seeing the war atrocities perpetrated by Russia. It is extremely important for the US, UK and EU to send observers to Kherson. I believe Russia will allow observers, as it seeks some legitimacy in that area. I believe the observers should document all incidents of coercion, elections fraud, bogus ballots as the legitimacy of this referendum is highly questionable.
Kherson is an important port in the area where the Dnepr river meets the Black sea, It has important ship building facilities. The west should not allow the referendum in Kherson go without observers.
