I’ve attached the letter sent by Ellen Swensen, former EIP data analyst. Please read her attached letter, and use it as a template to send your own comments in your own words about these concerns. The docs do not say one must be a CA resident, so others you know outside the state could also comment.
The New Motor Voter Program is bad enough as it is, and now CA is trying to mask any “ineligible registrations” that arise from it. Note that– as usual in CA– the automatic voter registration relies only on the honor system, with the person attesting as to whether he is eligible. It does not appear that the DMV will be checking if the license holder is a non-citizen. As we suspect, the DMV have no way of tracking that, which is another example of hiding the facts by not keeping records!
Note also that the new law relies only on “self-cancellation” if someone is honest enough to say that they were accidentally registered. I wonder whether the SOS will be checking against felon records, etc. before they add new registrants…
I hope you have time to write some comments to the SOS, and encourage EVERYONE YOU KNOW to do the same.

20061. Definitions
(a) “Inadvertent registrant”
means a person who
is ineligible to vote
and has not willfully caused,
procured, or allowed himself or herself to become registered to vote, but who has nevertheless become registered to
vote pursuant to Chapter 4.5 of Division 2 of the California Elections Code.
A person is ineligible to vote if they do not qualify to vote under Section 2 of Article II of the California Constitution and do not meet the voter eligibility requirements set forth in Division 2,Chapters 1 through 3 of the California Elections Code.
(b) “Inadvertent registration” is the voter registration of an inadvertent registrant.

20062. Cancellation of Inadvertent Registration
Any inadvertent registration
shall, upon written request by the inadvertent registrant, be cancelled by the county elections official in the county of registration.
