Art III,sec. 2 states that any time a state is a party in a case that the Supreme Court has original jurisdiction, so why was this filed in Texas District Court?

The Federal Circuit Court of the Southern District of Texas where the lawsuit is filed is part of the Supreme Court jurisdiction. The losers of the lawsuit there may appeal to a Federal Appeals Court or apply for fast track to the US Supreme Court. In no instance is the US Supreme Court obligated to hear the case.
