Is Soros playing a new dangerous game which will lead to a crisis in the US?

As we know US-Saudi relations soured, as US supported or possibly organized Muslim Brotherhood coup in Egypt, which removed Mubarack from power.Obama really miscalculated that game, as Saudi Arabia helped Egypt to crash the Muslim Brotherhood coup, removed Morsi from power and outlawed the Muslim b-hood.
Now Soros is playing a new game. Though I could not find any accounts of this game in the US media, Russia is reporting that Soros is proposing using the US strategic oil reserves to crash Russia economically. The idea is that dumping the US oil reserves on the markets will drop the oil and gas prises, which would affect Russia.
Why do I think that this is a dangerous game? Russia exports only 1% of its’ total exports to US. It is doubtful that this move will substantially affect Russia. Moreover, this move will affect US Middle Eastern partners, who are fuming after the Egyptian coup. It seems the only remaining strong ally of Obama in the Middle East is Qatar and maybe a new BFF Iran.
I understand what Soros is doing and for a market manipulator and arbitrager this move might make sense, but US National oil reserves are there for an emergency. What happens if we dump our reserves and Putin does not flinch, but some terrorist state flinches. Imagine 9/11 type attack, panic and no National oil reserves.
This reminds me of a situation during WW1, when rich landowners bribed Rasputin, who in turn advised Tsar Nicolas to start a counter attack in Belorussia. The decision was a poor strategic move militarily, the area was all swamps and difficult to mount an attack, however the landowners were thinking in terms of their lands which were occupied by Germany. They wanted their lands freed in the counter attack and did not care about the wellbeing of the country. As a result thousands of Russian soldiers died in a poorly conceived attack.
Similarly, we’ve seen a bogus campaign to stop US oil and gas drilling in the Gulf of Mexico under false environmental pretenses, while Obama traveled to Brazil, where Soros was heavily invested and congratulated Dilma Rousseff for their off shore drilling, stating that US will be their biggest customer. Who benefited from that gambit?
We know that Soros invested in Ukrainian coup, this is his baby. But how will dumping of the US National reserves affect the US, which is the baby of every American citizen?

If Soros was involved with fomenting the problem in the area, then, I understand why Putin took the action he did.

You give Soros way too much credit.
He is an opportunist. Following the money and the stench of corruption, is always the best bet with Soros.
So, Soros told the US to release oil reserves to punish pouty Putin. Obama made a obediently “private” ruling that allowed 2 Otherwise unknown co., Pioneer and Enterprise to increase their oil exports.
