Well, the IP traces to being sent out of San Carlos, CA. So unless the Governor was in Calif when that was sent, it is fake. Whoever sent it to you just committed a federal offense ( wire fraud, violation of the computer crimes act, impersonating a state offical, etc… ) Report his one to the FBI and the Alaska State Police
