While Stand Up America Global Strategy proposals does not constitute current U.S. government policy, it seeks to provide the United States Department of Defense, the National Command Authority, Congress and the Executive Branch an intellectual foundation upon which we will construct the concepts to guide our future military structure and global military strategy. The continuing change in strategic trends will provide the basis for a new military strategy that is guided by the Principles of War. These implications serve to influence the concepts that drive our Armed Forces adaptations to the threats and environments within which they will operate – adaptations that are essential to our Generals and Admirals decision making when future crises and conflicts become a reality.
In the guardian role for our nation, it is natural that we focus more on possible combat operational challenges and threats than we do on emerging opportunities. From economic trends to vulnerability of cyber-attack and WMD attacks, we will outline those trends that remind us that we must be vigilant to what is changing in the world if we intend to maintain a dynamic and effective military. There is a strong note of urgency now in our efforts to balance and structure the Armed Forces for existing and future threats to the United States at home and abroad.
Every military force in history that has successfully adapted to the changing character of war and the evolving threats it faced did so by sharply defining the threats. We must frame future security problems and highlight their military implications stating how Joint Combat Forces will operate and be deployed to win and return to home base. This document will drive the concept and strategy that in turn will drive adaptation of joint combat operations utilizing Lily Pad Launch and Strike operations. We do not possess a clear crystal ball but we do know that the United States must change its current view of war fighting to operate in conventional and unconventional environments in a victorious manner. Political Correctness has no place in American strategy.
The Joint Operating Environment is intended to encourage joint concept development and execution throughout the Department of Defense. It provides a perspective on future trends, shocks, and implications for future joint combat force commanders, other leaders and professionals involved in national security. In the last three years, America ’s military and intelligence agencies have spent more than $125 million on computer models that are supposed to forecast political unrest. It’s the latest episode in Washington ’s four-decade dalliance with future-spotting programs. But if any of these algorithms saw the upheaval in Egypt coming, the spooks and the generals are keeping the predictions very quiet.
Instead, the head of the CIA is getting hauled in front of Congress, making calls about Egypt’s future based on what he read in the press, and getting proven wrong hours later. Meanwhile, an array of Pentagon-backed social scientists, software engineers and computer modelers are working to assemble forecasting tools that are able to reliably pick up on geopolitical trends worldwide. It remains a distant goal. “All of our models are bad, some are less bad than others,” says Mark Abdollahian, a political scientist and executive at Sentia Group, which has built dozens of predictive models for government agencies. “We do better than human estimates, but not by much,” Abdollahian adds. “But think of this like Las Vegas . In blackjack, if you can do four percent better than the average, you’re making real money.”
Over the past three years, the Office of the Secretary of Defense has handed out $90 million to more than 50 research labs to assemble some basic tools, theories and processes than might one day produce a more predictable prediction system. None are expected to result in the digital equivalent of crystal balls any time soon.
In the near term, Pentagon insiders say, the most promising forecasting effort comes out of Lockheed Martin’s Advanced Technology Laboratories in Cherry Hill , New Jersey . And even the results from this Defense Advanced Research Program (Darpa) -funded Integrated Crisis Early Warning System (ICEWS) have been imperfect, at best. ICEWS modelers were able to forecast four of 16 rebellions, political upheavals and incidents of ethnic violence to the quarter in which they occurred. Nine of the 16 events were predicted within the year, according to a 2010 journal article from Sean O’Brien, ICEWS’ program manager at Darpa. Darpa spent $38 million on the program, and is now working with Lockheed and the United States Pacific Command to make the model a more permanent component of the military’s planning process. There are no plans, at the moment, to use ICEWS for forecasting in the Middle East .
ICEWS is only the latest in a long, long series of prediction programs to come out of the Pentagon’s way-out research shop. Back in the early 1980s, products from a Darpa crisis-warning system program allegedly filled President Reagan’s daily intelligence briefing, with uncertain results. In the late ’80s, analyst Bruce Bueno de Mesquita began his modeling work. According to The New York Times Magazine, Bueno de Mesquita picked Iranian leader Ayatollah Khomeini’s successor five years ahead of time, and forecast Pakistani President Pervez Musharraf’s ouster — to the month.
One former CIA analyst claims that Bueno de Mesquita was “accurate 90 percent of the time.” It’s an assertion that no one — inside the government or out — has independently verified. Perhaps someone at the CIA really is relying on the model, and it really is that good. That hasn’t stopped the agency from swinging and missing for decades on Middle East and other intelligence estimates.
In 2002, the military’s National Defense University began tapping Abdollahian and his “Senturion predictive political simulation model” to forecast unfolding events in Iraq . Both Abdollahian and Bueno de Mesquita take a similar approach to the prediction game. They interview lots and lots of experts about the key players in a given field. Then they program software agents to replicate the behavior of those players. Finally, they let the agents loose, to see what they’ll do next. The method is useful, but limited. For every new situation, the modelers have to interview new experts, and program new agents.
A second approach is to look at the big social, economic and demographic forces at work in a region — the average age, the degree of political freedom, the gross domestic product per capita — and predict accordingly. This “macro-structural” approach can be helpful in figuring out long-term trends, and forecasting general levels of instability; O’Brien relied on it heavily, when he worked for the Army. For spotting specific events, however, it’s not enough.
The third method is to read the news and study history. There are plenty of programs now in place that can parse media reports, tease out who is doing what to whom, and then put it all into a database. Grab enough of this so-called “event data” about the past and present, the modelers say, and you can make calls about the future. Essentially, that’s the promise of Recorded Future, the web-scouring startup backed by the investment arms of Google and the CIA.
But, of course, news reports are notoriously spotty, especially from a conflict zone. It’s one of the reasons why physicist Sean Gourley’s much heralded, tidy-looking equation to explain the chaos of war failed to impress in military circles. Relying on media accounts, it was unable to forecast the outcome of the 2007 military surge in Iraq .
ICEWS is an attempt to combine all three approaches, and ground predictions in social science theory, not just best guesses. In a preliminary test, the program was fed event data about Pacific nations from 2004 and 2005. Then the software was asked to predict when and where insurrections, international crises and domestic unrest would occur. Correctly calling nine of 16 events within the year they happened was considered hot stuff in the modeling world.
But it doesn’t even meet the threshold that O’Brien, the Defense Advanced Research (DARPA) Project program manager and long-time military social scientist, set for strong models. If “we cannot correctly predict over 90% of the cases with which our model is concerned,” he writes, “then we have little basis to assert our understanding of a phenomenon, never mind our ability to explain it.”
The next quarter century will challenge U.S. joint forces with threats and requirements ranging from Conventional to Unconventional conflicts. Our enemy’s capabilities will range from explosive vests, IEDs detonated by suicide bombers to long-range precision-guided cyber, space, and missile attacks. The threat of mass destruction – from nuclear, biological, and chemical weapons – will continue to expand from stable nation states to less stable states and non-state networks. Superb intelligence will predict how challenges will emerge and what form they might take and what type combat operations that we will select to use. Nevertheless, it is absolutely vital to try to frame the strategic and operational contexts of the future, in order to glimpse the possible environments where political and military leaders will work and where they must employ joint combat forces based on the best intelligence and common sensed that America can muster.
As Thucydides suggested in the fifth century BC, “the events which happened in the past will at some time or other and in much the same way be repeated in the future.” Many features will not change. The challenges of the future will resemble, in many ways, the challenges that American forces have faced over the past two centuries but, also, realizing that threats such as global jihad will continue to morph as the primary threat. In spite of the current intellectual and nonintellectual climate in much of the world, conflict will not disappear. War has been a principal driver of change over the course of history, and there is no reason to believe that the future will differ in this respect. Neither will the fundamental nature of war change. War will remain primarily a human endeavor. In contrast, changes in the strategic landscape, the introduction and employment of new technologies, and the adaptation and creativity of our adversaries will alter the character of joint combat operations a great deal. Here too, the past can suggest much about the future – the nature of change, its impact on human societies, and the interplay among human societies in peaceful and warlike competition.
Over the next quarter century, U.S. military forces will be continually engaged in some dynamic form of conflict as will other countries. Warfare is, and always should be, about WINNING or do not go to War.
- There is no reason to order massive armies that require large and extensive bases and massive logistical support to fight them on their home turf.
- Protect and secure our American troops before we continue sparing the lives of the Taliban and civilians with bizarre, restrictive rules of engagement (ROE).
- Where are the common sense and rational senior General and Admiral Strategists that we have trained and schooled to be innovative, aggressive and win our nation’s wars quickly and decisively?
- “Victory” in war appears lost in the world of political correctness and appeasement.
- The vast majority of goals can be accomplished through quick, decisive joint strike military operations from selected “Lily Pad” friendly bases.
- The U.S. must adopt a national military strategy that heavily leverages the core capability to break enemy states, target and destroy the enemy’s capability to bring harm to America .
- Achieve the success that is necessary; wiping out and neutralizing Iran ’s radical progression and the groups that support it.
- The American experience in Iraq and Afghanistan …calls into question the ability of occupying forces to root out terror networks without hitting the sources and sanctuaries that supply them like Iran .
- The only way to stop that threat is to give them what they respect; pure force of arms and will.
- We must stop thinking like westerners and understand the way our enemy thinks.
There will continue to be those who project Radical Jihad and wars in the name of ideologies and religions. There will continue to be opponents who will try to disrupt the political stability and deny the free societies that are crucial to the free and democratic countries of the world. In this environment, the presence, reach, and capability of U.S. military forces, working with like-minded partners and proxies, will continue to be called upon to protect our national interests.

All we’ve heard out of the Obama Administration for the last two weeks is mixed condemnation and support of the Egyptian government and support of the people which likely means “support for the Muslim Brotherhood”.
Obama has been calling for transparency, meaningful democracy, a government peaceful transition, history in the making, on and on for Egypt, while Obama himself has failed miserably in America. Failure in open government, open public information about himself, unwilling to be transparent in his records, birth information, legislative activity in the dark of night, filling his administration with communist, radicals, socialist, progressives and supporting every manner of immoral, dishonorable, and unconstitutional action….Obama is the mirror image of Hosni Mubarak….and maybe worse.
It’s beyond time for Americans that love our nation, our constitution, republic principles to indeed make a stand….we should take a lesson from the Egyptian grievance process.
Is the time March 19, 2011 in D.C. or some other date but America, if we are ever going to throw Obama and his destructive policies, activity, and unconstitutional direction out of power before 2012, we will have to do it like the Egyptians.
But remember, when “We The People” assemble in America, Obama and his minions label us as right wing-radicals, nut-cases, birthers, fringe elements, trouble makers, every sort of denigration…let’s see if Obama is as kind to “We The People” in America as he has been to the Egyptians when we put our power up his nose.
Plan to be in DC for however long it takes to cause Obama to validate his credentials to serve as president; demand the US Congress stop all the spending driving America toward destruction; demand the Congress/US Supreme Court investigate and verify Barack Obama in accordance with Article 2, Section 1 of the US Constitution with regard to qualification…
but then again we know his father was a British/Kenya citizen which makes Obama a dual citizen, not of “natural citizen birth,” thus ineligible to serve as president.
The only way we will ever get the US congress and US Supreme Court to act is a field millions of peaceful Americans in Washington, D.C. for as long as it takes. This number would totally bring Washington D.C. to a halt……a stand-still.
Just like the Egyptian grievance event, no planning beyond a rally point(s), identifying a date, suggesting signs/placards/banners and show up in Washington D.C. with all intentions to stay there until our demands are satisfied.
When will it be? Some are already working on March 19, 2011 and likely many of us will be there….the question…can this develop into a “America Demands Truth and Constitutional Accountability” moment??
It will take serious thought and serious patriots….and remember, March in DC may not be warm….”

Well, I say go to DC, as many as we can get, make our presence known, and more will come. CAIR’s foreign fundraising sources, including exceedingly large donations from the Wahabi dominated Saudi Arabian government that gave birth to the 9/11 hijackers. Not to be outdone, CAIR also assumes the role of benefactor, as the recipients of their financial largesse include such heinous terror organizations as Hamas.
The investigation offers revelations about CAIR’s infiltration of key US law enforcement agencies including local police departments, the FBI, the CIA and the State Department, as well as, their influence on operations against members of homeland security committees on Capitol Hill and their insertion of Islamic spies in congressional offices.
As additional proof of CAIR’s penetration into our government, a Muslim FBI agent who sued the bureau was suspected of being a Muslim Brotherhood “plant.” This agent refused to record Muslim suspects under terrorism investigation. This same Muslim agent had no problem secretly recording Fox News Host, Bill O’Reilly before suing him for libel. O’Reilly eventually won the case.
What then became of the Muslim agent as a result? You will love this; the FBI had him recruiting other Muslim’s to become agents of the FBI. This of course proves that political correctness is alive and well inside this revered agency.
CAIR and the ACLU have formed a strategic partnership to target the FBI with “ethnicity related civil rights complaints”.
FBI wiretaps reveal that, “During a secret Muslim Brotherhood meeting he organized last decade, CAIR founder and former chair Omar Ahmad expressed the need to strengthen “the influence with Congress.” He argued for using Muslims as an “entry point” to “pressure Congress and the decision makers in America” in order to change US foreign policy in the Middle East.
Rep. Keith Ellison, D-(MN), the first Muslim elected to congress, read a statement denouncing a group of conservative lawmakers who think an Islamic group may be sending spies into Congress.
This week Representative Peter King, (R-NY) has begun hearings this week into the radicalizations of Muslims in America. Rep. Keith Ellison faulted his colleague saying the controversy surrounding the hearings are setting “a tone of blame” even before the inquiry was gaveled to order.
In March of 2008, Democrat Andre Carson, 33, a self-described “Orthodox, universal, secular Muslim,” was elected to Congress in MN. Rep. Ellison co-hosted a Washington fund-raiser for Carson and attended another.
In the statement, which was co-authored by several minority caucuses, Ellison criticized four representatives for seeking an investigation into the Council on American-Islamic Relations in response to claims in a new book, “Muslim Mafia,” that CAIR is trying to plant interns on Capitol Hill.
Ellison was also the first member of congress to affirm his oath to defend and protect the Constitution of the United States of America, against all enemies foreign or domestic using the Qur’an instead of the Bible. Keith Ellison, Andre Carson, and Barack Obama walk among us.

Col. Riley(Ret) haas called for a rally in DC next Sat, the 19th with the intention of staying until Obama is thrown out. I, again offer my humble abode to any partiots who need a place to stay. Aside from extra bedrooms I have plenty of floor space. I will go. You know the theme of that movie. Build it and they will come. Well, I say go to DC, as many as we can get, make our presence known, and more will come. I am sending out another warning to all. I warned about sitting and waiting on the courts and also about waiting on congress to act. Now I warn Cdr. Kerchner and everybody else not to sit and wait on the states to stop Obama. He will manuever around that with his thugs the help of the msm and the courts and judges. The only way is to surround the wh with at least a million people and be prepared to stay until Obama is removed by congress or the scotus. Block off all entrances to the wh. To quantam leap —- I knew the job would be a major excuse and there will be many many others I know. But removing Obama is going to require sacrifice. If people are not willing then get prepared to live under Obama indefinitely for as long as he wants to stay there. You can get another job but can you get another country? Just going and coming each day will not do it. to go there and leave every night to go back home will not accomplish anything.
