Gosh – I wish people would do some research. The secuity clearance requirement was created by Executive Order (the latest being https://www.fas.org/sgp/clinton/eo12968.html). In other words, who gets one is a decision by the President (which has been delegated to Agencies that have developed frameworks), and it makes perfect sense that the President gets to give him/herself one. WHo would be responsible for making the decision since he is the highest executive officer in the land?
