Orly: why hasn’t this been done before?
Is Sessions waiting to get some response from Trump to start the proceedings? or is he supposed to get things moving on his own?

I think Sessions is just trying to save is skin. Too little, too late.

maybe Sessions idea was to not be consumed with the Russia scandal so he could focus on other things.
whether it was the right thing to do I dont know, just trying to figure his reasoning
