Noticed depositions are being postponed

To all counsel of record and unrepresented parties:
Plaintiffs will postpone noticed depositions until recent stay by judge Anderson is lifted.

Fourth, the federal court has entered an order staying discovery in light of the pending motions for judgment on the pleadings filed by the Secretary of State and the Mississippi Democratic Party. A copy of the order is attached.
Therefore, I request that you (1) immediately cease any and all efforts to conduct unauthorized discovery and (2) confirm in writing to all counsel involved that you will not attempt to go forward with the depositions identified in the notices you circulated last week.
This message is a good faith effort to resolve any dispute regarding your efforts to seek the recently noticed depositions or any other unauthorized discovery at this time. If you disagree with the Secretary of State’s position and will not to cease your efforts to seek discovery and withdraw your supposed deposition notices, please sign and return the attached good faith certificate to me by 5:00 PM CDT on Tuesday, May 8, so that these issues may be raised with the magistrate judge at the appropriate time.

Orly, please help non-lawyers to understand. what does it mean that the judge issued a stay? Is this a delaying tactic?….Thanks for the clarification….
