A person in charge of the Ballot Pamphlet with CA Sec of State is Rhonda Pascuall. I called her 3 times, no call back. Her phone is 916-657-2166

    Orly,

    The PDF for the elections instructions says that signatures can be obtained instead of the fee. Each signature is worth $0.348 off the total price of the fee.
