There is no evidence that this is true. Hudson Institute’s Anna Mahjar-Barducci source for this is a single article in Die Welt, which in turn sourced a paper written by the American Enterprise Institute. Moreover, Mahjar-Barducci cites a report issued in May by the International Institute for Strategic Studies which talks about an “already existing solid-fuel, medium-range missile that can carry a nuke to hit regional targets” (her words, not those of the IISS) with a longer range. However, those missiles don’t actually exist. The erroneous source for the IISS report was a New York Times report that was discredited.
Before you eat this stuff up you should do a little fact checking.
