Looking on their website, there does not appear to be a press release for the recount.

The random selection of precincts for the Manual Tally shall be conducted in a publicly verifiable,

random selection process. The date and time for the selection of precincts will be announced in advance

via press release, or comparable methods.  [p. 3, bottom]
