More unanswered questions on the name rotation and scanning and counting of the ballots

Not necessarily. They are rotated per Assembly district. Some districts span multiple counties, while others are just a part of a county. So, depending on the voter turnout in a particular district, you are liable to see more of one type of ballot represented than the other type- it will not be a 50/50 split. Now as far as the FORMAT of the ballots ( not he actual number ), there should have been 40 with you on top and 40 with Dunn on top – since there are 80 Assembly Districts in CA.

Answer:

Mike, counties sent me their sample ballots. I saw only one with Dunn on top. Population of the assembly districts should be the same. There should be roughly the same number of ballots with first and second position.
If they rotate, why do they state that they have a lottery of letters and that the position is statewide according to lottery? What is the point of having the lottery, if it is rotated? Why don’t they announce to the public that the names are simply rotated? Why to even have a whole scheme with the lottery of letters and positions?
We still need to see how the machines are programmed. You can’t have trademark protected software running the ballot counting machines
