    The rain has stopped but it will take some time for the flooding to be over. Houston is going to have to reconsider its traditional rejection of zoning. Nothing could have prevented flooding, but it is a lot worse than it had to be with a little urban planning. That’s going to cost us all a lot of money and it is reasonable for the Federal government to insist the city take a more responsible approach to rebuilding.

    I know how the people of Houston feel, I have been through 2 Life Changing Floods, Both in Minot North Dakota, Flood of 69, and 74…
    I’d just like to make a suggestion : A One-Half Cent Across The Board Tax, For Six Months… In All 50 States. Maybe it could be used For EVERY STATE DISASTER ? It would Add Up QUICK, But Help Millions.
