Was the Oroville Dam Spillway engineered to collapse at an appointed time?

Democrat Gov. Jerry Brown’s California. No tax money for infrastructure maintenance of 48-year-old dams, no tax money for street potholes caused by rains, no tax money to improve CA schools which rank around #45 in the nation, but lots of tax money for welfare and benefits for illegals.
